A shared workshop of representatives of the Ministry of consumer market and service of Moscow region and special Committee of Agricultural Policy took place on 10 July in Moscow regional Duma. The agenda: beer and liquor distribution.  The position of lawmakers the sales of both beer and liquor in outlets located on the ground floor of apartment blocks and in the built-in blocks should be managed equally  and properly.

The members of supervising  and law-enforcement authorities, regional business networks and Public Chamber, so as the Moscow Regional Ombudsman Vladimir Golovnev and a few district chiefs participated this discussion.

The large number of complaints and petitions from inhabitants of Moscow region Vladimir Posajennikov (who is the consumer market Minister) receives, are in relation to violations in spots of liquor beverages distribution. The applicants, however, have not come for the meeting themselves.

In particular, over 30 thousand of sales outlet with more than 150 thousand   employment placements were set up in Moscow region, with 16 thousand of public catering among them, and only 10 thousand licensed for alcohol selling, so this issue was highlighted during the meeting.  

 As a consequence of setting the consumer market objects on the ground floor of the apartment blocks there is disorganized and criminalized conduct of some people and that arouse a dissatisfaction of residents a lot. Thus inevitably leads to disadvantage of proprietors, - indicated the Moscow Regional Ombudsman Vladimir Golovnev. No way that with a total alcohol trafficking prohibition the problem will be solved all in all, so as resolution of selling beer till 11.00 p.m. only, but small and medium-sized businesses of Moscow region might suffer any undue hardships as a result. This also may upset regional balance and stability, and trigger a new round of counterfeit and surrogated alcohol fabrication. Any firm and clear decision on this issue had not been adopted on the outcomes of this workshop- Vladimir Golovnev had added.

-First of all, it is necessary to pay great attention to culture of drinking, to promote and improve it among people. And it is significant to consider the interests of existing responsible and diligent businessmen during modification the current legislation, to follow the law of “Competition protection” in order not emphasize and do special privilege the one to the neglect of the other entrepreneur- underlined Vladimir Golovnev.
