The timely payment of municipal contracts remains the one of the most important business issues.  This is a problem not just for one municipal employer, but for the entire district in some cases.

The entrepreneur from Solnechnogorsk urban district was contracted to provide the budget educational institutions with  medical equipment. This contract valued at 1 418 998 rubles, but unfortunately, the customer has not fulfilled his financial obligations of payment and the businessman appealed to the Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev for the support.
   Having considered the arguments, the Business Ombudsman directed the case to the Moscow Region Office of Auditor General for further inspection.   The violation fact of the payment procedure has been set as a result, and administrative proceedings were launched against customer officials in accordance with the part 1, article 7.32.5 of CAVL of Russian Federation.
  The payment obligations were completly fulfilled by the end of September and the businessman received  funds to his account.
-every tenth appeal submitted for consideration means customers default, when entrepreneurs remain  being unpaid under contracts. Due to the legal framework of CAVL adopted in 2017, the number of successful outcomes on this topic seeks to 100%. It was more difficult to work until 2017: to petition and comply the court decisions, is pretty hard and tough deal actually - commented Vladimir Golovnev.     The environment for dealing with this matters has become easier with the advent of officials administrative responsibility. To prevent the contract breach by employers and to enable the entrepreneurs get paid on time, the ongoing process need to be changed significantly in general.
