Seven million rubles were paid on a state contractual debt to a Moscow regional entrepreneur after the Moscow Region Business Ombudsman Vladimir Golovnev intervention. In August the businessman appealed to Vladimir Golovnev of JSC "Mostransavto" unlawful actions. He has argued that all major repair works of internal combustion engine under contract were completed on time.   

The JSC "Mostransavto" was a contract employer and provided the payment from April to May this year according to the contract files. Still no amounts have been received by the end of August so far. Thus the documents submitted indicated the employer's contract breach by payment obligation totalling 6 916 328, 86 rubles.
   According to the part 1 of article 7.32.5 of CAVL of Russian Federation, the violation of payment procedure in procurement for government or municipal use encures a fine equal to 30000-50000 rubles. This rule applies also for the provision of advance funding under state or municipal contracts. 
   Having considered a complainant's claim, the Business Ombudsman addressed a letter providing the required information to the Moscow Region Office of the Auditor General for its further consideration and in order to find a violation of article 7.32.5 of CAVL. 
   As a result of inter-agency activities the employer's official was prosecuted for double administrative violation. The debt to the enterprise has been completely eliminated.
