The regional state official was fined whereas the entrepreneur has received long awaited contract payment after the intervention of the Moscow Region Business Ombudsman Vladimir Golovnev.

    On August 2019 an individual entrepreneur appealed to Vladimir Golovnev with complaint of long dated official inaction. This refers to compliance with contract terms of Voskresensky urban district administration when paying for a city contract.

    All work under the contract has been completed in full as may be seen from the documents being signed at 29 December 2018. However, by the time the application is submitted still no funds have been received to entrepreneur's account.

    This submission indicated of administration contract breach in obligation to pay for the work performed.

    In accordance to part 1 of the article 7.32.5 of CAVL of Russian Federation, the employer's terms and payment procedure violation when procuring for state and municipal needs, including violation of advance funding duty under either the state or municipal contract incurs a fine equal to 30000-50000 of rubles.

    Having considered the application, the Business Ombudsman Vladimir Golovnev addressed a letter to the Moscow Region Office Auditor General provided with applicant's arguments and documents to assess if there any violation in officials action covered by article 7.32.5 of CAVL of Russian Federation.

    After checking, two proceedings initiated against appropriate employer's official. The contract payment was made in full.
