The Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev commented on the 16th (Year 2020) Message of the President of Russian Federation Vladimir Putin to the Russian Federal Assembly.

    The President of Russian Federation Vladimir Putin has objectively evaluated the current situation in the country and identified the main directions of domestic and foreign policies of the state. In particular, Vladimir Putin recalled the need for an early conclusion of enforcement reform as well as revision the regulatory legislation.

The articles, responsible for economic offences need to be reviewed first and foremost. What the President meant? Not everything's permissible, is it?  Far from it, in fact. We're talking about unjustified criminal prosecution and firm actions against persons accused of economic crimes. These causes must be eliminated any way.

    Detention is the most radical reason for a person, who is neither a killer nor a maniac, but who's been identified and does not hide from authorities. Very serious social consequences may have unfounded detention and its time limits.

Any businessman's activities are suspended during his pre-trial detention, employees lose their jobs and main income source. 

    "The greatness of Russia is inseparable from national welfare" - noted Vladimir Putin, having address to Russian Federal Assembly. 

    The Office of the Moscow Region Ombudsman has been involved in evaluation of the legislative acts projects in Moscow Region and participates in public consultations of Moscow Region Ministry of Investment. The outcomes are reflected in Commissioner's annual reports to be forwarded to the Presidential Commissioner for the Protection of the Entrepreneur's Rights, Moscow Region Governor and Moscow Region Duma.
