The issue of connection a shop from Shatura urban district to local power grid was considered after an intervention of Moscow Regional Business Ombudsman Vladimir Golovnev.
The Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev considered an application of an entrepreneur of technological connect to the power grid.
The businessman owned a shop in Shatura urban district. Since 2014 till the end of 2018 the shop was provided with energy by the nearest community gardens (SNT), according to the contract that finally was terminated at the initiative of SNT due to a severe lack of power.
The shop has been fully dependent on generators to supply electricity after power disconnection.
This factor caused much troubles for the applicant.- clarified the situation the Moscow Region Business Ombudsman Vladimir Golovnev.
In order to connect to electrical networks, an entrepreneur has repeatedly requested to PAO "Moesk", the Shatura urban district administration, to the owners of the nearest electrical grids also. So the solution of the problem has been delayed almost for 1,5 years.
The entrepreneur could not confirm by documents a distance from land boundaries to the power sector subjects nearby (PAO Moesk, Mosoblenergo).
In view of slowing down the process of electrical connecting at various levels, the Moscow Region Business Ombudsman issued request to the Moscow Region Ministry of Energy. According to the Ministry, all activities of electrical connections were suspended due to the COVID-19 pandemic proliferation in 2020 year with no other reasons.
"This is multi-stage process to connect to electrical networks which takes time from an applicant, but as it's known, business always is running out of time. Besides, the connection requires a lot of documents collection, also special technological measures to be provided on the land itself and on the subject connected.
The complexity of this case is that there more than one kilometer to the nearest line power of PAO Moesk and Mosoblenergo. The applicant should identify the nearest distance for connection, - clarified the Moscow Region Business Ombudsman Vladimir Golovnev.
As a result of the work with this appeal, the entrepreneur from Shatura urban district concluded a contract with PAO Moesk on July 25th of 2020. The installation works for the connection the shop to electrical grids have been carried out in full, that was reflected in the act of technological connection.
